General Meeting Minutes

Officers Present: Joe Monaco, Kelvin King, Art Fritz and Mary Reed

The Bellwood Neighborhoods Civic League meeting was held at the home of Joe and Cheryl Monaco at 4004 Margaret Circle at 7:00 p.m. President Joe Monaco called the meeting to order. The meeting began with a raffle (the prize was a $15 Target gift card) for all those who arrived prior to the 7 o’clock meeting time. The prize winner was Shirley Sheppard.

The minutes were provided by Mary Reed and posted on website. Joe Monaco asked if any changes to minutes. Becky Watt motioned to accept minutes and seconded by Mike McGinn.

Treasurer’s Report:

Kelvin King presented the treasurer’s report. King announced that Civic League dues can now be paid online. There is a fee of $1.49 to charge online. The expenses for website fees probably will be about $800. The charges will be included in next financial statement. There is a $180. annual fee for maintenance. Mike McGinn motioned to accept the treasurer’s report and seconded by Art Fritz.

Committee Reports:

  • Cheryl reported that Hospitality chairperson, Marilyn Russell had welcomed 2 neighbors.
  • John Decarlo and Chuck LeGeyt will landscape in spring. They volunteer their effort and time.
  • Cheryl reported on neighborhood watch. She mailed dues letters. After a reasonable time to pay, she will send info to block captain to collect additional dues.

Old Business:

Joe reported that the holiday decorations contest did not happen in December 2016. Cheryl did not have time to implement due to the passing of Cheryl’s father. The Monacos apologized.

The meeting dates for 2017 were discussed. May 9 (Linton Banks), Aug. 8 (needs host), Nov. 14 (Kelvin King)

Joe Monaco reported on officers for BNCL. He will step down in May. Kevin King will continue as Treasurer and Mary Reed will serve as Secretary. Mike McGinn has agreed to serve as president if elected. Cheryl will still collect dues. Vice President Art Fritz has declined to stay in his position. Joe Monaco will serve as Vice President if elected.

John Decarlo motioned to allow a one time exemption vote for officers in May instead of November. Charlie Williams seconded. A 30-day notice will be provided to the neighborhood to vote for president and vice president in May.

Becky Watt offered special thanks to Joe and Cheryl for their dedication and great work with the BNCL.

New Business:

Joe reported on the Elbow Road Expansion Project. The project manager may listen to BNCL but does not have total authority. We do not have any voice in the project. Joe is pursuing getting our voices heard. BNCL is requesting a hearing. We may need to write letters to EPA, VA senators, VDOT. Joe will contact if we do not get a response to our issue.

Getting out of the neighborhood will be a problem when Elbow project is implemented. We have issues with public safety and traffic management. There is a speed sign of 25 mph posted at the entrance of neighborhood on Margaret Drive.

There is an abandoned house on 2137 Brushhill. It has a fallen tree in the front yard. Posted signage states it has been winterized. Cheryl will investigate the status of the house.

Shannon discussed how to get more people to attend civic league meeting.

  1. Everyone to bring a friend.
  2. The May business meeting to be held in Margaret Circle. BNCL provide hot dog and hamburger.
  3. Use Facebook.

The meeting adjourned at 8 pm.
